ABOUT US

David McIntyre, CEP, is a former U.S. Marine Corps officer who started his environmental consulting career in 1999 at the U.S. Army’s Yuma Proving Ground.  For the past 17 years, David’s work preparing environmental documentation under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) has been focused primarily in the desert southwest, though he has experience in the Southeast as well as Alaska and Hawaii. David has worked extensively with the U.S. Navy, Marine Corps, and Army. In addition to his work with the Department of Defense (DoD), David has worked on almost every type of renewable energy project, including wind, solar, and geothermal.  David has a BS in History from the U.S. Naval Academy and an MA in Geography from San Diego State University.

Elizabeth McIntyre is a former U.S. Navy Supply Officer, with a sub-specialty qualification in acquisition and contracting.  Elizabeth has over 25 years of experience in contract management in the U.S. Government (Department of Defense) and commercial (telecommunications, GIS, and aerospace) sectors.  Having served as both a Government Contract Specialist and defense contractor supporting contract administration, Elizabeth has a full understanding of and direct experience in cradle to grave contract efforts from the Government perspective: from development of the acquisition strategy, source selection planning, RFP development, and proposal evaluation, to Contract negotiation and administration.  Elizabeth has a BS in English with a minor in French from the U.S. Naval Academy, and an MBA from San Diego State University.
